The report on China joint logistics nine "policy implementation
In August 2011, the "Office of the State Council on the policies and measures for promoting the healthy development of the logistics industry views" (Guo Ban Fa 2011 No. 38) ("Nine") since the introduction of the relevant government departments to implement separately, the majority of logistics enterprises is full of expectations. In order to deeply understand the implementation of policies, to collect and reflect the demands of the enterprise, to promote the full implementation of the policy, China Federation of logistics and purchasing in February 2012 in the member to carry out logistics "country of nine" policy implementation research. As of March 1st, the survey received a total of 120 valid questionnaires members.

Overall, since the "logistics nine" introduction, all localities and departments to actively promote the implementation of the policy, taxation, financing and land transportation, etc., there are different degrees of progress, but there is a large gap between the general office of the State Council document requirements, and the logistics enterprises need policy environment, there is still a considerable distance. Survey shows:
(1) the pilot effect of the tax difference of business tax has achieved remarkable results;
(two) the business tax levy VAT pilot enterprises increased tax burden;
(three) land use tax halved policy to be implemented;
(four) the heavy burden of logistics enterprises;
(five) the overall changes in highway fines are not large;
(six) more than half of the logistics infrastructure into local planning;
(seven) warehouse rents continued to run high;
(eight) the enterprise financing channel is single;
(nine) the process of enterprise merger and reorganization is complex and difficult;
(ten) lack of guidance for enterprise information construction;
(eleven) logistics enterprises to apply for high-tech enterprises threshold higher;
(twelve) the green channel policy needs to be implemented;
(thirteen) enterprises still have difficulties in setting up branches;
(fourteen) the obstacles of logistics management system restrict the development of industry.
2012 is the implementation of the logistics of the nine key year. To continue to deepen the implementation of policies and measures, combined with the questionnaire and I will feature research, the following policy recommendations:
(a) to expand the scope of the pilot business tax balance;
(two) adjust and improve the camp changed to increase pilot policy;
(three) to further implement the land use tax halved policy;
(four) stepping up the implementation of toll roads;
(five) reform of logistics land system;
(six) optimize the investment and financing environment of logistics enterprises;
(seven) support logistics enterprises to become bigger and stronger;
(eight) support enterprise information construction and technical transformation;
(nine) increase the logistics support of agricultural products;
(ten) reforming the management system of logistics industry in China
